Hence the radius of the each circle is  $(\frac{16}{2 \times 2})$   =  4
So, area of the two circles is 2π $(4)^{2}$ 
  =  100.5312 square unit
area of the rectangle is 128 square unit
So, remaining area is (128 - 100.5312)  =  27.4688 square unit  =  27 square unit
